COP31 Presidency and Bloomberg Philanthropies Announce Partnership to Advance Climate Action Ahead of COP31 in Antalya

LONDON — Murat Kurum, COP31 President-Designate and Minister of Environment, Urbanization and Climate Change of the Republic of Türkiye and Michael R. Bloomberg, the UN Secretary-General’s Special Envoy on Climate Ambition and Solutions and founder of Bloomberg L.P. and Bloomberg Philanthropies, today announced a new partnership to support the COP31 Presidency’s Action Agenda ahead of the 31st UN Climate Change Conference (COP31) in Antalya, Türkiye.

“I am delighted to announce this new partnership between the COP31 Presidency and Bloomberg Philanthropies. Together, we will bring together policymakers, businesses and philanthropies in Antalya to mobilize finance, deploy innovative technologies, and deliver concrete results,” said Murat Kurum, COP31 President-Designate and Minister of Environment, Urbanization and Climate Change of the Republic of Türkiye. “This will be essential to driving progress on the COP31 Presidency’s key priorities, including our targets on zero waste and electrification.”

Announced during London Climate Action Week, the partnership will support the COP31 Presidency’s efforts to strengthen collective action, accelerate implementation, reinforce international cooperation in pursuit of the goals of the Paris Agreement and advance the United Nations’ broader climate priorities.

As COP31 host, Türkiye brings significant momentum on clean energy. BloombergNEF analysis shows Türkiye ranked among the world’s leading renewable energy markets in 2025, placing fifth globally for wind additions and tenth for solar additions.

COP31 aims to help close the gap between multilateral climate commitments and real-world delivery by turning the commitments made in Paris and reinforced in Belém into practical outcomes and action-oriented cooperation. Building on Mike Bloomberg’s longstanding commitment to supporting COP presidencies, advancing implementation, and elevating climate ambition at every level of government, Bloomberg Philanthropies will work alongside the COP31 Presidency to:

• Convene business and finance at COP31: Building on successful engagement at previous COPs, Bloomberg Philanthropies will work with the COP31 Presidency and partners to bring together policymakers, investors, financial institutions, and industry leaders to strengthen collaboration and help mobilize transition finance in support of COP31 priorities, particularly across emerging markets and developing economies. This will complement the COP31 Presidency’s efforts to establish and operationalize the Climate Implementation Bridge (CIB), which seeks to connect climate ambition with implementation by mobilizing investment, advancing practical solutions, and fostering collaboration across sectors and stakeholders.
• Accelerate the Clean Energy Transition: The partnership will support COP31 priorities focused on renewable energy deployment and electrification. Through partnerships, convenings, and data-driven analysis, Bloomberg Philanthropies will help strengthen the clean energy industry’s ability to attract investment, inform energy planning and policy decisions, and accelerate implementation in support of a just energy transition.
• Reduce Methane Emissions: Bloomberg Philanthropies will support efforts to reduce methane emissions from urban waste systems and across sectors by strengthening emissions detection and monitoring, expanding access to real-time data, supporting rapid response to super-emitter events, and engaging governments and industry to accelerate mitigation.
• Mobilize Private Finance: In support of the COP31 Presidency’s efforts, Bloomberg Philanthropies – alongside the Glasgow Financial Alliance for Net Zero (GFANZ) and the Global Capacity Building Coalition (GCBC) – will convene leaders from business, finance, and government to help scale investment in clean energy, industry, and infrastructure. These efforts will focus on strengthening enabling environments, advancing industrial decarbonization, building capacity in emerging markets, and increasing investment opportunities in climate transition and resilience, including through country platforms like the Türkiye Industrial Decarbonization Investment Platform (TIDIP).
• Strengthen Multilevel Partnerships: Bloomberg Philanthropies will support collaboration between national and subnational governments through the Coalition for High Ambition Multilevel Partnerships (CHAMP) for Climate Action, helping integrate climate-resilient and sustainable cities and urban waste solutions into broader climate and economic priorities.
• Support Ocean-Climate Efforts: Bloomberg Philanthropies will convene partners and elevate the Ocean Pavilion as a platform for science-based ocean-climate solutions, helping make COP31 a milestone for integrating ocean priorities into climate implementation. Priorities will include ocean governance, Blue NDCs, ocean-climate finance, marine protection and resilience, offshore renewable energy, and clean shipping.

At a time of intensifying climate and energy challenges, COP31 – through a first-of-its-kind bilateral model of cooperation between Türkiye and Australia – will actively encourage the meaningful participation of all stakeholders, including governments, academia, civil society, the private sector, and youth throughout the process.

BloombergNEF will also contribute to the wider Bloomberg events platform at COP31 by convening public- and private-sector leaders and publishing insights and analysis on the low-carbon energy transition. Bloomberg Green at COP31 will convene top leaders from business, finance, policy, academia, and NGOs for candid discussions focused on creating solutions to support the goals set forth at the conference.

Since COP21, where Mike Bloomberg and the City of Paris convened the first Climate Summit for Local Leaders, Bloomberg has worked alongside successive COP presidencies to help bring cities, businesses, financial institutions, and subnational governments into the heart of the global climate process. At COP28 in Dubai, Bloomberg Philanthropies co-hosted the first-ever COP-hosted Local Climate Action Summit, bringing together over 500 mayors and governors from more than 60 countries.
